Sure, members can be deleted but, they can easily come back with a new handle. The only effective enforcement in an open group or chat room is peer pressure. The best methods are: (1) "ignore" those who create turmoil, and (2) regardless of their ability to start a new account "report" abusive offenders to the Friend Finder network for the violation of the Terms of Service. They kick people off immediately if the support staff can see the abuse in the chat room or email.
